    Anyone who doesn’t understand what is going on should have a read of Naomi Klein’s excellent book The Shock Doctrine’ published well before the global financial crisis. Of course, the double benefit to the coalition of linking these cuts, which are disproportionately hitting poorer areas, to the localism agenda is that when the more affluent (presumably Conservative-controlled) areas appear to fare better, they can blame the problems on ineffective Labour councils, while lauding Conservative councils for their excellent management.
