Hi Phil.
I am glad there is green deal is being promoted In Birmingham. And it is coming from Local company with international connections. Also in Energy production.

I do hope though the initial hype does not fizzle out because of future storms in financial and banking,or political crises, that not predictable.

I was talking to some people from Eon, who said they wanted to insulate 23,000 homes in Birmingham, but quit after 3000.Now they prefer working in Wolverhampton and Sandwell because planning department does not put expensive time delays in clearing the applications for planning permissions.

Dudley & West Bromwich have been dieing for years and I see the local Councils are strangely quiet on this business rates issue, however Its no good blaming the Government, as from 2013 a substantial amount of business rate control have been devolved to our local councils.

Put simply if councils fill empty shops, this is classed as growth and Councils can now keep up to 50% of the rates of any growth created.
Put another way all traders in a high street could all have a business rate reduction if a Council improves growth in their town.

This is one of the main reasons why we believe there should be a special index to register inflation as it effects pensioners. Germany used to have such indices before they went into the Euro.
As a pensioner I am concerned that there is no mention of council tax in OOH. For many mature pensioners who are lucky enough to have paid off their mortgages, council tax can be larger than fuel or water costs. A figure is included in RPI but as it is apparently an average throughout GB one wonders how relevant the figure is, council tax should surely be regionalised. I have asked ONS whether, if OOH is applied to RPI, council tax will still be a separate item? Haven't had a reply yet.
